Enfield Council has approved a major economic growth strategy aimed at creating jobs, attracting investment and supporting local businesses, with the ambition of making the borough one of London’s leading centres for industry and entrepreneurship by 2040.
Enfield Council’s Cabinet has approved an ambitious long-term economic growth plan designed to strengthen the local economy, attract investment and create new employment opportunities for residents.
The strategy, known as Enfield Delivers, sets out a vision to establish the borough as London’s leading industrial and entrepreneurial borough by 2040.
Located within one of the UK’s most dynamic growth corridors, Enfield is home to approximately 14,000 businesses, most of which are small and medium-sized enterprises.
The borough has the fourth-largest amount of industrial land of any London borough, as well as the fourth-largest amount of green space in the capital.
With its young, diverse and entrepreneurial population, Enfield aims to build on these strengths and translate its economic potential into sustainable, long-term growth.

Three priorities and four key growth sectors
The council’s economic growth strategy is built around three main priorities:
- Building a productive and resilient economy.
- Creating thriving places.
- Developing a skilled and work-ready population.
The plan also identifies four sectors with significant potential to generate investment, improve productivity and create high-quality jobs:
- Future-facing manufacturing
- Construction and net-zero technologies
- Logistics and wholesale
- Creative industries
Investment in transport, digital and energy infrastructure, alongside major regeneration programmes and town centre improvements, is expected to support economic development across these sectors.
The council and its partners also aim to strengthen skills development and apprenticeships, support local businesses and improve access to employment opportunities.
Council leader: ‘Growth must work for everyone’
Councillor Alessandro Georgiou, Leader of Enfield Council, emphasised the importance of ensuring that economic growth benefits residents and businesses throughout the borough.
“Enfield is a borough full of ambition, talent and opportunity. We have world-class assets, thriving businesses, major regeneration programmes and one of the most entrepreneurial communities anywhere in London,” he said.
“But growth must work for everyone. Through this plan, we are setting out a clear plan to attract investment, create better jobs, support local businesses and help residents gain the skills they need to succeed.
“Most importantly, it is about delivery. This is our commitment to building a stronger economy and a brighter future for our borough.”
A long-term vision for 2040
Developed in collaboration with businesses, voluntary organisations and a range of public sector bodies, the Enfield Delivers plan will guide the borough’s economic development priorities through to 2040.
The strategy also outlines how progress and economic performance will be measured, enabling the council and its partners to assess the effectiveness of their initiatives.
By bringing together business support, regeneration, infrastructure investment and workforce development, Enfield Council aims to build a stronger, more productive and resilient local economy.
The long-term objective is to ensure that economic growth creates opportunities and delivers lasting benefits for residents, businesses and communities across Enfield.
